Yobe SOLID Meets Head of Service on Institutional Strengthening

The Yobe State Solutions for Internally Displaced Persons and Host Communities (SOLID) Project Team, led by the State Project Coordinator, Suleiman Dauda (Shettima Kuburi of Fika), has paid a courtesy visit to the Yobe State Head of Service, Alhaji Abdullahi Musa Shehu, to strengthen collaborations for systems strengthening and capacity development within the Yobe State Civil Service.

During the visit, Alhaji Suleiman Dauda congratulated the Head of Service on his appointment, describing it as well-deserved. He commended His Excellency, Governor Mai Mala Buni, CON, COMN, for what he described as a strategic and forward-looking decision to entrust the leadership of the civil service to capable hands, in line with the administration’s public sector reforms.

The Project Coordinator formally briefed the Head of Service on the objectives and scope of the World Bank-funded SOLID Project, noting that the initiative focuses on critical infrastructure development, livelihoods support, social cohesion, and institutional strengthening, with a strong emphasis on building the capacity of civil servants to deliver sustainable reforms.

“For reforms to be sustainable, they must be anchored on strong institutions driven by skilled, motivated, and well-coordinated personnel,” Dauda stated.

“This is why the SOLID Project places premium importance on working closely with key state institutions, particularly the Office of the Head of Service, to achieve meaningful and lasting institutional outcomes.”

He emphasized that enhanced collaboration with the Office of the Head of Service would strengthen coordination across Ministries, Departments, and Agencies (MDAs), deepen ownership of project interventions, and ensure effective and accountable implementation in line with best practices.

Responding, the Head of Service, Alhaji Abdullahi Musa Shehu, expressed appreciation to the Yobe State Governor, His Excellency, Hon. Mai Mala Buni, CON, COMN, for his genuine leadership commitment to public service. He also thanks the SOLID Project Team for the visit, describing it as encouraging. He commended the composition of the team and particularly praised the leadership of the Project Coordinator.

“Alhaji Suleiman Dauda is a professional of exceptional aptitude and capacity. His track record and approach give us confidence that the SOLID Project will deliver effectively on its mandate,” the Head of Service remarked.

He assured the team of the full cooperation of his office, especially in advancing initiatives that promote institutional development and continuous capacity building across all cadres of the civil service.

“Capacity development must be inclusive and sustained. Interventions that reach the grassroots of the civil service are critical to improving efficiency, accountability, and service delivery,” he added.

The visit concluded with the presentation of a souvenir to the Head of Service by the Project Coordinator, symbolizing partnership, shared responsibility, and a collective commitment to strengthening systems and building a resilient, high-performing civil service in Yobe State.
