Yobe HOS Attend National Workshop on Ethics, Asset Declaration Reform

The Yobe State Head of Service, Abdullahi Musa Shehu, has participated in a national workshop aimed at strengthening compliance with the Code of Conduct for Public Officers and advancing reforms in asset declaration processes across Nigeria.
The workshop, held in Abuja, brought together Heads of Service from across the federation to deliberate on enhancing transparency, accountability, and ethical standards within the public service.
It also focused on the deployment of the Online Assets and Liabilities Declaration System (OALDS), a digital platform designed to streamline and improve asset declaration by public officers.

The programme was convened by the Code of Conduct Bureau in collaboration with the Federal Ministry of Justice and the Office of the Head of the Civil Service of the Federation, with support from the Rule of Law and Anti-Corruption Programme (ROLAC II) implemented by International IDEA.
In his address, the Chairman of the Code of Conduct Bureau, Abdullahi Usman Bello, said the initiative was designed to deepen adherence to ethical standards in public service while strengthening collaboration between federal and state institutions.
He emphasized that the adoption of digital tools such as OALDS would not only simplify asset declaration processes but also enhance monitoring and compliance, thereby promoting integrity in governance.
Dr. Bello commended the Governor of Yobe State, Mai Mala Buni, for implementing reforms that have strengthened accountability and improved service delivery within the state’s civil service nothing that Yobe remains one of the most compliant and cooperative states in its engagements with the Bureau.
According to him, Yobe State’s policy requiring civil servants to present Code of Conduct Bureau certification as a prerequisite for promotion stands out as a model for other states to emulate.
He urged state governments across the country to adopt similar measures that make asset declaration compulsory and enforceable, stressing that such policies are critical to building a transparent and accountable public sector.
Dr. Bello further disclosed plans to formally communicate the Bureau’s commendation to Governor Buni in recognition of the state’s strides in civil service reform.
Yobe State has consistently earned recognition at national platforms for its performance in public service administration, particularly during programmes organised by the Administrative Staff College of Nigeria and the Public Service Institute of Nigeria, where its civil servants have been acknowledged for professionalism and excellence.
